In order to earn this achievement you need to speak to 50 citizens of Hope County. This should unlock through natural gameplay, but you can speed up the process by making sure to talk to everyone you meet. Anytime you see a store owner, talk to them in addition to any shopping. Anytime you liberate an outpost, talk to the people who spawn afterwards (they might give you side missions!). Anytime you meet a main character via cut scene, talk to them afterwards. Talk to EVERYONE!

Note: This achievement may be buggy. Multiple players have reported it not popping when it should have. Please add a comment if you've experienced something similar.

DeathDealingCatMonkk, it definitely seems like this one is buggy. You're not the only one reporting it not popping when it should.

Repkingi know it doesn't add anything but I've been stuck at 98% for a few days and i have talked to quite a few different people, other than that I haven't noticed any other achievement glitches

ShameOnAMonkkThanks Cat, I sure hope a simple achievement like this gets patched soon.

DeathDealingCatNo problem Monkk. I wish I knew a workaround or some way you could force it to pop. I wonder if starting a new save file and talking to 50 people again would work. But that's a lot of unnecessary extra gameplay if it turns out to not make a difference.

Repkingso weirdly enough i took a break from this game just to see if it would take an update or a few days, talked to random people and even side quest givers and still nothing been stuck at 98% for over a week. still nothing im not sure if i did anything wrong but im at 30 achievements outta 50 and its the only one not moving/popping at all

DeathDealingCatRepking, at this point I think it's safe to say it wasn't anything you did. Most gamers I've heard from are reporting it as being bugged. Looks like it's time to play the waiting game until the devs patch this one. Sorry about that :(

BornGregMine glitched at 98%. I started a new game, overwriting my main game ( it was my last sp cheevo) and got the cheevo to pop after to speaking to 50 people. Skipped missions where i could and just spoke to people and walked off. Prob took 2 hours.

Captain HeroicPlaying from GamePass, this is a very simple achievement via normal gameplay, no unlocking issues.

KeyserVincI confirm that this result is still blocked in 2023. Now stuck at 60% since the first run. I believe it is an obvious issue with the tracker on Microsoft's part. I have written to Ubisoft several times for support on its games, always relating to the blocking of some results, they have always replied that the problem is on Microsoft's part. I have friends who have unlocked some objectives for The Division (example), the same ones that I have not unlocked, just as they have blocked objectives that I have unlocked. I don't think it's a game problem, but rather a problem with the Xbox achievement system. Every game has problems with unlocking, today...
