Ok there is only one way to achieve this achievement, however, there are 2 ways you can go about killing a police officer.
Method 1
1. The first way is to unlock a police character the “Police Sergeant”.
To do this you have to do the following challenge:
Financial District - Destroy hacked ATMs (obviously found in the Financial District), as shown in the below picture this is the first icon on the second row complete:
Now for the actual achievement on method 1.
Press and hold  and select Frozone he is on the first row second from the end on the right.
Now tap to change to your alternative character, do the same and hold the button and select the Police Sergeant which is located on the fifth row down and is the fourth character along as shown in below picture:
Now swop to Frozone and hold down the  which will do a freeze beam as shown below:
Which will encase your Police Sergeant in an Icicle brick also shown in the picture below:

Method 2
2. The second way is to enter a District which you have activated it's Breaking News to complete its Crime Waves (this is activated by completing a certain amount of Crime Waves depending on the District).
Now for the achievement on method 2.
Select Frozone as directed in method 1 then travel to an area where there are Police cars racing around, now find your self somewhere to stand press and hold to produce your ice beam at a police car.
Keep holding the button until the car explodes, along with the Police Officer or until changes into an icicle Brick.
