This is unlocked when you catch your twentieth fish. You use your pod to fish. There are no fishing rods, lines, reels, bait, lures, etc. in the game. You can check your fishing progress in your stats.

First, buy the HUD Fishing Spot chip from the supply trader. You will then get a notification when you can fish along with the prompts. Press and hold cn_B to begin fishing. You can use the analog sticks to position the reticle to the point where you want to cast. Then press cn_A to cast. You reel in with a simple press of the cn_A button. There are no fancy wrangling mechanics. Normally, you reel in when the pod is pulled below the surface. Sometimes, you can catch a fish like a carp, without the pod being submerged but this is the exception. If the pod does not go under after a few seconds, reel it in and try at a slightly different spot.

A number of fish can be caught in the stream that goes through the ruined city. It ends up in a waterfall into a ravine. You can also fish in the ravine. It requires some jumping but there's an elevator to the right of the wooden bridge. You have to jump through the waterfall on the right to a ledge and carefully follow it until you can't continue in that direction. Turn back towards the bridge and, carefully, make your way. In a very short while, the only way to continue will be to jump down to a ledge below you. You won't be able to see the elevator but once you get on the ledge it is just to the interior. It may be a little easier to get to approaching from the other direction. Take a right at the wooden bridge and go as far as you can. Double back and make your way carefully down to the ledge with the elevator. However, you get to the elevator, take it down to the bottom where there will be some enemies waiting for you. The fishing place is to the left of the elevator as you get out. When you are finished, come back the way you came. If you are in no hurry to get this achievement, later in the game, there is a more convenient way of getting to the ravine because the terrain changes.

When you first go to the desert, if you go left hugging the wall to your left, you will reach an oil pond with a save point. There are several varieties of fish there. In chapter 4, you have to go through the sewers. You can fish in the sewers although you will find more debris, like tires, batteries, & gas cylinders than fish. However, they all count as fish. There is also a weapon to be fished for--an iron pipe. It is one of the 39 weapons you must collect so it is important but does not count as a fish. If you are diligent, you can get 20 different variety of fish, at this point, to include the rarer fish like the mackerel machine in the desert oil pond or the fur carp in the ravine.

If you are missing a couple of fish, still in chapter 4, after the boss encounter, you can fish off the bridge leading to the castle in the amusement park. Looking at the castle, I have had more success fishing off the right than the left. If you fish these five locations, you should be able to get the 20 fish you need for the achievement. Debris in the water like batteries, gas cylinders, and broken firearms count as fish.

There is an advantage to fishing. You can sell the fish for a fair amount of gold. However, if you don't want to spend a lot of time fishing early on, the Flooded City later in the game has the largest number of varieties of fish.

Note: If you don't like to fish, this is one of the achievements available for sale at the secret achievement shop. This special shop becomes available after three playthroughs. This achievement can be purchased with 50,000 gold.

For those looking to get 100% in fishing to fully complete their Intel, I will include a guide on how to catch all 41 fish in the game. This is NOT needed for the achievement! The achievement only requires you to catch 20 fish. However, if you are a completionist or simply want a simple list to make catching your 20 easier, then this is for you.

Fishing is extremely simple in this game; no wrangling or skill required, just RNG. Simply hold cn_B in front a body of water (and oil in the Desert) to enter the fishing mode, and press cn_A or any of the triggers to cast. Once your pod gets pulled underwater, quickly press cn_A or the triggers to reel. There are some other slight mechanics, such as your line not moving in a running stream or slightly moving back and forth in quick succession, which are also small windows of chance that you can reel. However you will mostly be looking for your pod to get pulled underwater. There is also a noticeable splash sound, in case you are not paying attention to the screen, as well.

Did I mention RNG? RNG plays a huge factor here, unfortunately. The longest I have spent looking for a fish (Swordfish Machine) was 2 hours but for some people it has taken 6-8 hours to find a specific fish. Don't give up! Also, many of these fish are common throughout multiple areas and you will get them while hunting the more rarer, specific fish.

A few things regarding the locations I will list:

(Missle) means the waters closest to the missle The Flooded City (the one you had to defend in the story). I usually fished closest to the waterfall to the right of the missle.

(Coast) means the body of water from any edge in The Flooded City that extends out to the horizon, i.e., not near the missle or in between the sunken buildings.

*I only fished in three areas in The Flooded city for the local fish: Near the waterfall closest to the missle, near the "coast" right to the left of the missle (if facing the missle, all the way to the left where you can look out and see a large body of water), and near the beginning before you cross the sunken buildings (from entering the flooded city just go straight until you reach the coast).

(Desert: Oil Field) means the giant oil spill literally right next to the Desert Oil Field access point. When you warp there it should be visible to your right. This was one of the last access points I unlocked because it is a bit out of the way from the main story.

(Sewers) means the sewers that connect the City Ruins to the Amusement park. You should know this area from just playing the game.

(Emil's Underground Hideout Pond) means the stagnant, bright body of water that is hard to miss once you go deep down underground to...visit Emil.

(Desert Oasis) means the oasis in the desert you go to for that quest that involves taking three photos. Easier to see if you have the quest active or can look on YouTube for a quest map marker. You will face an invisible sand storm wall but you can go counter-clockwise around it, or slightly right from the guy that gives the artifact quest. This one is probably the hardest to explain without a video...
