  Alright, the best way to do this is after completing a low risk mission, on your way back to England, just fly over the air field at low altiude.
  
  Then, open your bomb bay doors and lower your landing gear and use custom headings from your navigator to fly around the airfield and continue to go to the flight engineer station to monitor your fuel levels until your flight engineer starts to tell you that you are low on fuel.
  
  When you land at the airfield, tank 2 or tank 1 should be completely empty and the other tank should be just below the redline. One you finish the mission, the achievement should pop up.

  I ran until I had 2 min. of fuel left and then landed.

  Hmm, tried to do this and Skeleton Crew at the same time, only Skeleton Crew unlocked. I was down to 2 minutes of fuel as well.
  
  Just tried it again, had less than a 1:30 left of fuel, and both gauges were in the red, still didn't unlock. It must have to be less than a minute or so of fuel left.
  
  OK, popped on my third try, tried my best to have less than 1 minute of fuel left.

  Do this but at the end keep your landing gear up and set your pilot to head to airport, you will do a loop of trying to but not landing. If available just keep using boost, when I had 1 min of fuel left without boost active I lowered the landing gear and used boost during landing to have about 1/4 of the red on both fuel tanks left. Your bomber will wobble up and down but nothing will happen.

  An alternative solution that may arise through the course of your playthrough. If you have a leaking fuel tank from combat, do not repair it with your engineer, instead transfer fuel to the other tank. Once you get close to England, you can begin to pump fuel to your leaking tank, which will drain it very quickly. Maintain enough fuel to get back to the airstrip, but as you begin your final approach, transfer to under the red line of your intact tank, and once you touch the ground, drain any and all from to the leaking tank. You should be able to reduce your fuel to almost zero, unlocking the achievement.
