If you want to skip all the legwork and just jump to Sigma’s fortress, you can use the following code (this also works for getting the Hyper Chip if you want to also get the “Always Believe in your Soul” achievement on the way).

Finish the first Sigma stage and use the Tornado Fang on the junk elephant boss (try to hit him in the head and not the trunk, if the trunk breaks, it floods the floor with acid). On Sigma stage 2, right after you get out of the water but before you enter the next door, switch to Zero (RB on the pause menu, then Start) and enter the door. Use the Z saber on the bug once to destroy it and when X & Zero and done talking, achievement unlocked. NOTE: Thanks to New Paralyzer for pointing this out, when fighting the bug with Zero, make sure when it swoops down to suck on the colored canisters, Zero isn’t in between. If it grabs Zero, he will die and X will not get the saber and you will need to start Sigma’s fortress over again with the pass word.

Robster80's video solution is perfect.

But if you don't want to make another loop to win the other achievement, Persistence Isn't Everything, defeat Vile with normal weapon and after you gain both Persistence Isn't Everything and Fight Fair!, restart the game. Then re-do the level (first make sure you saved the game before fighting Vile). You must have the special weapon to quickly destroy his ride armor (though using this weapon is optional) and to finish Vile the last hit on him must be with Ray S. (that you earn after destroying Neon Tiger) or S. Blade (that you earn after destroying Crush Crawfish - I'm not saying you must use these weapon only to perform the last hit, because these are the weapons that cause more damage on him). Doing that you will be able to receive Zero's sword following Robster80's video solution.

The explanation for being impossible to get Persistence Isn't Everything and He Wanted You to Have This in a single loop is because if you defeat Vile with the normal weapon, he will escape and he will be waiting for you at the 2nd final stage at the boss and when it happens, the sub-boss that defeats Zero and makes Zero give the Beam Saber to Megaman X will not appear. Simply put, the achievements void each other.

Another Tip is: the easiest way to find Vile is at the beginning of Volt Catfish stage, on a platform that goes down - the teleport capsule to Vile's stage is at left. In addition, if you are not going for achievements, the weapons to get ride of Bit and Byte are respectively Frost S. and T. Fang.
