A bit easier method if you press cn_Y and start looking for a rival who posted a worse time than the recommended one. You can use filters too if you wish. I managed to find a guy in the Horizon Festival Drag Strip who posted a time over 2 minutes. Choosing him will provide you this achievement a 100%.

This can actually be unlocked in the Horizon Festival Drag Strip, which is unlocked after you qualify for the Horizon roster. In drag races, you're just going in a straight line, so you don't have to worry about keeping it between the lines and posting a "dirty time".

Go to the event and upon entering it select the fourth option, "Rivals". I personally did it on the third configuration, which restricts the car class to S1. In case you aren't familiar with drag racing and want to get this out of the way asap, I've shared a drag tune for the 2008 Viper SRT10, which you can find by searching for my Gamertag, or by typing "Purple Split" in the description.

The rivals that will be suggested to you, are usually only a few hundreds quicker than you, so a good launch and not missing a gear (if you're using a manual transmission) will allow you to beat them and since you didn't go off the track, your time will be "clean" and the achievement will pop.

You don't need to worry too much about the tuning of the vehicle, but go to the Festival Drag Strip, select Vs. Rivals (the 4th box), there will be 3 courses that are exactly the same, so select the first - the suggested Rival will do as it's someone who will be close to a Drag Strip run

Do the first run and it doesn't matter if you beat them or not, but it will post a Vs. time to the leaderboard - go back to the Drag Strip event, select Vs. Rivals again and press cn_Y to change Rival, and press cn_X to change the filter to "Near me" - the cursor should be on your time, so just scroll down to someone slower than you

Now just re-run the race, you should beat them, and get the Achievement!
