You first need to have qualified for the Horizon Roster, by completing all four intro seasons and unlocking the respective achievement. Once you've done that, you will unlock the Horizon Festival Drag Strip, which is just to the west of the Horizon Festival hub, which in turn is at the southwest of the map.

Completing an X vs D class car race isn't required. What's required is to finish a race in an X class car and another race in a D class car, so you can unlock this faster with another player. Make sure you have a car in D Class and one in X (999). Have a friend or boosting buddy join your Convoy. Drive to the Drag Strip, enter it and select the PvP option. Select to invite your convoy when prompted.

Select Create Blueprint. From the "Current Car" tab, select "Anything Goes", so any type of car can participate in the event. Next, select the "Showdown" option for the Car Class. You can now edit the Event Settings if you want to change the season or time of day and you're set. Select Create Blueprint when you're done. Chose your newly created Blueprint and start the event.

You simply need to complete that event, once with the X class car and once with the D class one. Any two cars will do, as long as one has a PI of (X)999 and the other is anywhere in the D class. Who wins doesn't matter, so once you're back in Free Roam, pause the game and switch to the other car for the second race and repeat the process. The achievement will pop for the both of you once you've completed the second race.

EDIT: You can obviously do Showdown drag races on any of the drag events on the map, but the very first one you unlock is the shortest and therefore the fastest, especially when we're talking about D class cars.
