Sein is the 2nd city/village you go to. To be sure that the quests are active, go to the guild in Sein and talk to the soldier at the counter - Not sure if the the quests are active until you talk to him.

Fur is either accquired by defeating the Wolf(s) around Sein in random fights (rare) or is collected by checking out the blue sparkly things in the Sidesia Cave N of Sein.Duty11 - Iron Fragment CollectionGather 10 Iron Fragments -
Enter the Chronus Shrine east of Kiribay check out the blue sparkly thing and press 
until it disappears. Now exit the cave and re-enter to make the blue sparkly thing re-appear again. Rinse & Repeat.Duty12 - Draco SuppressionSuppress 10 of the Dracos in Sidesia Cave -
Sidesia Cave is found north of the village Sein. Either follow the path and defeat all Lizard enemies you see or defeat the first one and re-enter the room to make him spawn again. As the description tells you, the Messiaens are the wolfs found in the forest southwest of Sein. Either go through the forest or defeat the first wolf found - exit & re-enter the forest to make him spawn again.Duty15 - Mountain Hut MonsterSuppress the monster living in the hut in Rastora Forest-
Enter Rastora Forest SW of Sein and follow through the whole path, at the end of the path you will come to a hut with a wolf sitting in front of the entrance - defeat him. I strongly suggest to be at least level 10 on all 3 characters if you want to try to tackle him and have each weapon and armor on at least +2. Also, have Sarna's Ice Magic unlocked as this does a lot of damage to him.Duty16 - Rattlesnake SuppressionSuppress 20 of the Rattlesnakes in Sidesia Cave -
Sidesia Cave is found north of the village Sein. Either follow the path and defeat all Lizard or Soldier enemies you see or defeat the first one and re-enter the room to make him spawn again. Note that this quests is only unlocked when you have to go there during the story progress.When you have completed one of the above quest, you will see a bag of money with the $ sign next to the respective duty. As soon as you collect the quest reward, the bag of will change from the $ to a star sign (blue star sign means a one time only quest). That means that you completed the quest. You can also press
go to "Quests" and select "Quests" from the menu. You will then see the exact same stats as the soldier at the guild counter will show you.
Notes:
- Re-entering rooms or "dungeons" will respawn not only the enemies but also the blue sparkly things (the blue sparkly things will only respawn if you leave to the world map!), giving you the possibility to farm the required materials for quests.
- When you completed a quest, you will still be able to complete it again for as many times you like. You just have to go to the right city guild which gave you the completed quest(s). But remember that if you collect certain materials, the amount that you had to collect for the quest will be taken away from your inventory.
