  Update - 2021: Ubisoft Club Rewards have been phased out for the new Ubisoft+ App, and all older titles should have them unlock automatically. Whereas before this solution only worked if you had earned enough Assassin's Creed Uplay series XP (or some such nonsense), now anyone should have access to both Bayek and Evie Frye as Legendary Lieutenants once you unlock the ability to assign them.
  
  Original Solution: The Ubisoft Club allows you to claim Evie Frye from AC Syndicate, or Bayek from AC Origins as a Legendary Lieutenant for your ship, for 10 Ubisoft Points. Then just assign her in the ship menu.

  Supposedly Ubisoft Club Rewards have been phased out for the next Ubisoft+ App, and all older titles should have them unlock automatically. Unfortunately it seems that hasn't happened on Odyssey, so you'll have to follow a different guide unless the issue is fixed. I'll amend the solution to reflect this.

  can now confirm as of a few days ago the ubisoft rewards / in game reward all came through for me and thus got the achievement

  I can confirm this works. When I loaded up Odyssey for the first time on my Xbox Series X, multiple rewards and unlocks opened up for me. So when I went to my ship upgrade, I saw that Evie, Bayek, and Aya were available for me. I chose Aya as my only lieutenant and the achievement unlocked. No need to get the Ubisoft + App.

  Super easy one to get just playing the game. During Chapter 7, maybe even earlier, go to the town northwest of Lake Korvis in Boeotia. There will be a side quest/main quest related next to the water front called “Sibilings Revenege”. Do the quest, kill the target, loot the body for a necklace, give the man the necklace, and finally ask him to join your crew. Once you have him just assign him because he is a legendary npc. His quest is very short because the target is around 250m away from his location and there is many boats next to him that will get you there very quickly. Hope this helps. Also, you need to do his quest anyway for the main story so might as well do it anyway just to get an easy achievement.

  For those of you that doesn't have Evie available, doesn't want to use your club points, it's glitching on you or whatever other reason there is. I got a video of a lieutenant that is easy to get up to and recruit for this achievement. Make sure you do go into your ship and actually do make him be assign to something for the achievement to pop.
  The location is in Megaris shortly after getting your boat, I had a side mission to kill him as you could see which I still got even though I recruited him.
  
  You could also get mercenaries instead of Leaders all you got to do is look at them with Ikoris first to see if they are then go and attack them, make sure you're last hit is using the ability Sparta Kick, it'll knock them down and let you have the option of recruiting them as long as they are not poison, burning or falling off the cliff.
