    just pick any mission, choose free play, choose two-face as your character

    when in the mission
    switch to the second char, make him a goon, switch back to two-face, smash him 10 times
    then switch to the second char, make him a police officers, switch back and smash him 10 times
    achievement unlocked

    no need to finish the level

    TheBlackDragonXI just got the achievement, for anyone wondering why it will not unlock you have to drop out with the second controller in order for it to count. Any kills on a police officer or goon on your second controller character will not count, unless the controller drops out.

    SLY OO7well a little bit of commonsense would have told you that this strategy is for AFTER HES UNLOCKED thats not hard to figure out, i used this strategy except i only killed the 10 cops as my partner an killed the goons on the 1st level of the game

    This requires that you use only 1 controller as it will not work with 2! I tried 2-3 times before I figured this out. :(

    Choose Two-Face as one of your characters and enter a level. Press the (Y) button to switch to your 2nd character. Change to a goon and then switch back to your 1st player (Two-Face) and kill the goon ten times. If you completed the Story Mode you have more than likely killed enough Police Officers already for this to pop now. If not, you can now just switch your second character to a Police Officer and kill until you get this.

    To get this achievement easily once you have completed the story

    Just start a freeplay on the first level and pick Two-Face, kill a few goons and it should unlock.

    Although it says 'in a level', it doesn't have to be the same level. Chances are you killed 10 police officers with him in the storyline.

    If you do happen to kill 10 goons and it doesn't pop. Just play 4 - 1 and kill some cops.
