Just stand in front of an enemy and press B. Scarecrow will let a small puff of gas out and the enemy will act scared. Do it 5 times and the achievement is yours.

You don't have to be at a level to do this. You can be Scarecrow and scare the NPCs while in Arkham Asylum. I was able to get the achievement doing this.

This achievement is incredibly simple, it requires for you to use Scarecrows scare ability, just run up to an enemy and press B, doing this will make Scarecrow spray his fear toxin at them, once you've done this to 5 enemies the achievement will pop!

I've linked in a video so you can see the move in action, but you honestly shouldn't have any trouble getting this!

The villain mode of Episode 3, Chapter 3 allows you to play as Scarecrow in story mode. When you start the level, multiple security guards and policemen will come towards at you. Stand in front of one of them and hit to exhale out gas that makes people scared. Repeat this till the achievement unlocks.
