Once you unlock "Mad Hatter" go to the level, "On The Rocks" Episode 1 chapter 2 in the villain campaign, on free play mode choose the Mad Hatter, once you go inside the building you need to freeze paths on the ice cream and once you get close enough you can take control of one of the guys on the other side and keep making him fall into the Ice cream, then you will unlock this achievement.
