If you follow the inspection with Morgan, you can grab Morgan's bodyguard just after Morgan leaves the bathroom (there's a storage closet for the bodyguard in the room). Once you push Morgan off the balcony you'll have the floor to yourself.However, there are staff upstairs in the room with the final 3 elephants in it, but the staff cleaning the one on the lowest shelf will move on her own and they can be shot from the nearby doorway.
