Coming to Fruition is a quest that is part of the whole "Missing Link" questline. As with most of the other achievements tied to quests: there's quite a few preliminary ones that you have to complete before you can begin this one. Those are the following:
1.)Into The Fire (Responders side quest)
2.)The Missing Link (Can be unlocked at the Charleston Fire Department)
3.)Signal Strength (Must complete before you can finish The Missing Link)
4.)Flavors of Mayhem (Must complete before The Missing Link)
5.)Key to the Past (Must complete before The Missing Link)
6.)Early Warnings (Unlocks automatically after completing The Missing Link)
7.)Reassembly Required (Unlocks automatically after completing Early Warnings)
As seen above: there's quite a few fetch quests that you need to do before you can begin this, mostly because you're forced to be Walmart Brand Moria's (Rose) cabin boy and complete all of her quests before you can complete The Missing Link. The reason for this is because you don't unlock the Raider cache where the uplink is until after you "gain her trust".
Once you have completed Reassembly Required: Coming to Fruition will automatically begin. From there it's your typical quest: you grab some items occasionally and go from A to B, grinding out some enemies in between. With the recent update: It appears that enemies now scale to your level so I think this should be accessible for just about any level of player (Although obviously higher level players will likely have access to better equipment, making it somewhat easier).

2.)Travel to the Harpers Ferry Armory and load the master holotape into Raleigh's terminal (upstairs in one of the buildings).
3.)Travel to the Charleston Capitol Building.
4.)Try to access Senator Blackwell's terminal on the third floor.
5.)Go to the basement and use the security terminal to unlock Sam's terminal.
6.)Return to Senator Blackwell's terminal and load the master holotape into it.
7.)Travel to any relay tower and load the master holotape into the terminal.
8.)Return to Abbie's bunker and restart the Scorched Detection System to finish the quest.
