  You can find the gun from the video below. Once you have it, simply find 10 black hand and shot them.

  The gun was there for me without having to do any nearby stunts. I went to this farm after the Agency Distress Beacon mission and the gun was just up for grabs.

  Point to note, because I had difficulty with this. I'd turned at least twenty enemies to cows but the achievement hadn't popped. The reason why is because if the game isn't connected to the server, it won't track. If you turn off the Xbox One, the game will lose connection to the servers. When you resume, it doesn't seem to reconnect.
  
  I had to close the game completely and sign back in then complete the ten again without losing connection. If you turn off for any reason, quit the game completely and start it up again from the home screen in order to get that connection before going for achievements.

  The cow gun is located at a farm just north of Los Romeros in the Vaivenes region. Also shown in Achievement Hunter's video:

  
  
  For me, the gun didn't appear until after the following achievement:

  I got all my 10 kills at a front line before securing that region (I only had Qachas left). The gun also has unlimited ammo, and the damage is purely visual - the enemy will keep shooting at you even when they're cows.

  Northwest of Los Romeros town in Vaivenes region, there's the target farm.
  Gun is supposed to be next to flower pots.
  Gun's not there for me. Possibly must secure ILLAPA first, or do nearby location's stunts.
  Did Los Romeros three things, AND the nearby wingsuit challenge, and then it spawned, without doing ILLAPA.

  I didn't have the "A Scorpion's Tale" achievement and the gun wasn't there when I first went to the farm. I fast travelled to Los Romeros and went straight to the farm and the gun spawned in that time. I believe you either have to clear the region (which I had already done) or just simple fast travel to the location to get it to spawn (A Scorpion's Tale achievement has nothing to do with it).
  
  I can't count the number of times I've gone to do a stunt with xx bike/car etc.. and couldn't find one anywhere near the stunt location, fast travelled back and BOOM the vehicle would spawn straight in. Even while flying low to the ground you can literately see the games assets spawning in as you're flying along.

  Just for info. I neither had the scorpion achievement, nor completed all challenges in the town.
  
  Just went, and the gun was there. I did have the zone liberated though
