This one is a little tough since it is out of the way, but you can get the Rifle in chapter 9: Dark Times. This is the quest where you are trying to get into the prison to save Wheeler.

You will need two gemstones ("garnet" is near the actual rifle so don't worry about it for now, and "turquoise" is in a sink in the Toluca Lake Offices). Right where you turn left to jump over a gap in the offices on your way to get the Key to the Power Station, look to your right and the gem is in a sink along the wall. One out of two found!

Later in this quest, after turning off the power in the station (B,A,C, pull lever in case you were wondering) you will fight your way out of the station/offices and back toward the Prison where a large Siam will charge through the wall and you will kill it. After this, DO NOT GO INTO THE PRISON YET. Continue going north and around the bend and through the door in the barrier that brought you to this part of the map. You will be near the Bait Shop again (feel free to save if you'd like). You will need to go across Sagan Street to the Dargento Cemetery. As you come into the cemetery, check your map and move towards the northwest wall of the Sun Garden and look for a wall you can break with your axe (behind it is the Garnet stone on a bench).

Now make your way toward the Janus Garden and place the gems on the two sides of the statue (XII is for the turquoise, and I is for the garnet). A compartment will open giving you the key to the Moon Garden. Make your way to the Moon Garden fighting/avoiding the smog monsters. The rifle will be sticking out from under a large tomb in the corner. Grab it and ACHIEVEMENT UNLOCKED. Now make your way back to the prison to complete the chapter.
