  To solve the riddle:
  Get at least 1 star on the Festival Apex Speed Zone in the RAM Rebel TRX (right next to the Horizon Festival site - the big H on the map)
  
  This will cause the treasure chest to appear on the map.
  
  Treasure chest will not appear until you have solved the riddle.
  
  Enjoy your reward!

  Thanks. Just to add. The actual chest itself is in a warehouse that you can drive through. The warehouse is just Southeast of the Festival's Apex Speed Zone. It is off the road below the marker for that Speed Zone on the map.
