This is done in the weekly quest "Retrieval Operation." Normally, you can only run this twice in the first week, and once each week after that. There is a way to unlock the achievement now if you have not done your runs for the week.

Play the quest normally until you have the 3 feathers. Once you have them, you can go into your journal and abandon the quest by pressing Y on top of the quest in your log. After that, I used the VIP signpost to travel back to Protector's Enclave and started the quest again. On your fifth successful run, the achievement will unlock.

Note: I mentioned successful runs because my fifth normal run ended up bugged and skipped past collecting the feathers. Quitting out and starting the quest again fixed that issue.

Not super important for the achievement, but the repeatable version of the quest puts the feathers in different locations and there are 2 scorpions at the end, but it's the same quest.
