  In the police station after you used the Detonator on the C4, solve the puzzle in the now open room to get an item that you need to progress. After that equip the shotgun and slowly walk out of the room. A Licker should drop in front of you from the ceilling, back of a little. Most of time he jumps towards you after dropping. When he is in the air shot him with your shotgun and the cheevo should unlock. There is an autosave right bevor the puzzle so you can reload until you get the achievement.

  I used the very first Licker for this achievement and boy, it was VERY difficult.

  If you attempt this on a Licker, it's the hardest achievement in the game. Not even kidding. Try it on a dog and save yourself the trouble.

  If you have Claire saves you can easily get it when you get to the area "Behind RPD", after you exit the parking garage. At the basketball courts, some dogs will approach the fences and bark at you. Eventually they will try and climb the fence to jump over. Just shoot one as they are climbing and you should get the achievement.

  A great spot, to me, is the very first time you meet the zombie dog: as soon as you reactivate the energy power in the shelter, and turn back a dog is jumping over the fencing.
  Aim the dog and shoot.

  Alternatively, a great spot that worked well for me is the parking garage, where 3 dogs roam. I killed 2 and tricked the last one by going around the white car in the middle. The dog would always jump on top of the car, then down, instead of going all the way around to get to me. Can rinse and repeat as the dog keeps climbing the car.
