You will need to run through this game at least twice to get this achievement. It can be twice on easy though, so it's not all that bad. All you accomplish during your first run through carries over, including the schematics you've brought to the store, so first you have to make sure to pick up all the weapons so you have them available to upgrade.

In order to get the achievement, you have to power up every weapon in the game, your Rig, and your kinesis and stasis modules using the Benches found throughout the game. Each weapon and suit component requires a certain number of nodes to power up to its max level. All together, you need to collect and/or buy between 150-160 nodes (these cost 10,000 credits a piece at the store) for this achievement (I don't know the exact number).

Do not sell a maxed out weapon back to the store! If you do, you lose all your upgrades on it. I don't know if you need to have everything maxed out concurrently, but I wouldn't risk it! Thanks to d3vilsNight for confirming that selling weapons back will only mean that you have to repurchase and re-outfit that weapon. Do not sell a weapon back to the store!

When powering up weapons and armor, you only need to fill all the spots which grant stats to the item you're upgrading. If you see a blank spot that you don't need to fill, go ahead and skip as it's not necessary for the achievement.

Keep in mind when starting the game over once you've completed it that you have to do so on the same difficulty as your stats will not transfer to a different one if I'm not mistaken. If I am, let me know and I'll update accordingly. :)

A couple of other things to keep in mind (Thanks to x DeadlyFishy x!)

When you finish the game you will be asked to save at the end of the credits. You then need to load that game to start your second run. If you press "New Game" then it will not of the same stats or anything.

Also, Suit level doesn't matter as long as the power node things are filled. You don't have to go and buy that expensive level 6 suit for this achievement.

Another addition to help you through the game (Thanks again to d3vilsNight!)
Upgraded Rigs offer greater Damage Resistance, which you cannot get with Power Nodes. So if you don't have a DLC Rig, you definitely want to upgrade.

xombie25 points out that you can make things just a smidge easier by inputting the following codes for free nodes!
5 power nodes
Press Y, X, Y, X, X, Y, X, X, Y, X, X, Y at start menu
2 power nodes
Press Y, X, X, X, Y at start menu

Mobius Evalon confirmed that 152 nodes are necessary and provided a breakdown of the nodes needed for each item: (thanks!)

The total number of upgrade nodes required is 152. Broken down by item:

Plasma cutter: 17
Pulse rifle: 15
Line gun: 17
Contact beam: 19
Ripper: 18
Force gun: 19
Flamethrower: 18

RIG: 15
Kinesis module: 3
Stasis module: 11

DauntingAbyss provided even more codes to help make purchasing nodes go quicker, thanks!:

+5,000 credits (one time only per playthrough)-- X(3), Y, X, Y.
+2,000 credits (one time only per playthrough)-- X(3), Y(2).
+1,000 credits (one time only per playthrough)-- X(3), Y, X.
+10,000 credits (one time only per playthrough)-- X, Y(3), X(2), Y.

I can confirm that using DLC weapons and suits is perfectly fine towards this achievement. Just pick your one favourite weapon of each type and max them out. RIG upgrades are pretty minimal anyway, and transfer across all suits.

Update: 12/10/13
This is a method which needs no glitching and no DLC (as I had no DLC)

I found that an easy way of getting achievement is by making money (no tihs sherlok)

...what I did...
I've just played the game again on easy (just played through with plasma cutter only) and this time what I've done is ive equipped the:
Plasma cutter (to kill enemies)
Contact Beam (for sellable ammo)
Flamethrower (for sellable ammo)
Ripper (for sellable ammo)

The reason I've done this is that the ammo for these weapons tend to pay out alot when selling them.

So I keep 50-100 plasma energy ammo
1 large health, 1 small health and the rest is ammo and semi conductors that I pick up through the game.

My plasma cutter is maxed out and is my main weapon.
Anything else I get...I sell, and then with the money I get I buy nodes.

It is a little lengthly but it won't be long till your money adds up.

Hope this helps someone

Updated method for the Peng duplication glitch - Works in 2016

Spoilers ahead

I managed to find a more efficient method for farming the Peng Trophy. This allows you to sell them at the store for credits, to buy nodes and thus upgrade your gear faster.

Text instructions: (Watching video will be easier)

In chapter 11, you will eventually come to the hanger bay where you began the game. Pick up the Peng Trophy with kinesis (Watch video) and place it in the room connecting the bay and the flight lounge. Do not press cn_A whatsoever. Continue with the story where you place the marker under the ship, witness Terrence Keynes being killed and meeting Nicole. After meeting with Nicole, go back to where you dropped the trophy. It will still be there. Open the door to the lounge and bring the Peng through. Place it in the middle of the room. Now go through the far door and through the narrow room (not the door leading to the elevator). Walk back until you hear a booming/machinary sound. Then go back and bring the next peng through. Rinse and repeat until you have as many as you want. Remember that the Peng will not respawn until you hear the booming sound. Once you have the required amount, bring each Peng through and place it outside the elevator door (the other door in the lounge). Then, open the elevator and place them all in. Once that's done, take the elevator up. Once you arrive, bring them all out and place them next to the store. Once you are ready, pick them all up and sell them for credits. You may need to store your other items in the safe to make room.

Once you pick them up you cannot do the exploit anymore.

I would add a tip on the credit glitch shown above: the 5000 credits card will respawn exactly in the point where you leave it after having used kinesis in the "node protected" chamber. So leaving it beyond the fast-sliding doors is pointless,as the time required to reach a great amount of money will increase (for you'll have to walk/run for a longer distance from the save point).
Obviously the point where you leave the card can't be too near to the save point.
I tried leaving the card two metres after the sliding doors and it took me about 15 minutes to reach 300000 credits.

To get this achievement, you'll need around 152 power nodes as some other guides say. In terms of credits, you should try to obtain above what you need if you need to buy more weapons. Credits will be obtained naturally through gameplay. Stomp containers, kill enemies and sell semiconductor chips to gain more credits. There are also a few glitches in the game that allow you to gain some.

The fastest way currently found on Youtube to farm credits is found in Chapter 11.
It's shown in the video below (18 Nov 2011):

This is by NTAGAMEGUIDES, a popular maker of guides for games. It's a way to duplicate the Peng Treasure which costs 30,000 if you sell it at the Store. To summarize this: First, you need to grab a Peng Treasure with Kinesis from a previously inaccessible area and bring it into a room back where you came from. You will then walk back through a door with it and forward, and move it to a wall where it disappears, initiating a glitch. Opening another door causes a Peng to drop out of midair. You should then walk to an end of the room to hear a noise, indicating that you can do it again. The whole thing is described in the video, credits to NTAGAMEGUIDES.

50 x 30,000 = 1,500,000 Credits = 150 nodes. If you're starting from scratch on upgrades, you'll need a little more than that. Try to make 55-60 Peng figurines. If you need to buy weapons and do other things, you should put those into the calculation as well to see how many Pengs you need.

You won't have to pick up and shoot each Peng individually to its destination. You can load your inventory with the Pengs, move somewhere else and drop them to move them to the destination step by step. This will allow you to move very large groups of them at once. You can pick them up simply by pressing cn_A. To drop them, select them with cn_A and press the drop option, which takes only a short amount of time. First move them out of the room, then to the elevator. Go down the elevator. You can now unload them from the elevator and place them in front of the store to sell them. They'll line up in organized rows right below you when you drop them. To make it faster, you can drop all of your ammo, as you'll have plenty of credits to buy more.

If you save and come back after quitting, the Pengs will be gone. To prevent this you can move them to the Store's safe.

Here's a mistake which must be avoided. I made the mistake and had to start all over again with the glitch. When your store credit counter reaches it's maximum value, you won't be making any more credits. The value will stay the same despite the fact that you're selling items. In other words, you're wasting all of the credits you could be earning. Buy some equipment to lower your balance, and then sell more items.

Once you're done getting your needed weapons and power nodes, there's a bench somewhere very close to the store. It's literally right across from it, from what I remember. You do not have to fill every node slot. You just need to fill in the ones that are responsible for upgrading the weapon. You can tell that you're upgrading your weapon when the bars next to each category go up. Once you max out all of the weapons, you'll get the achievement.
