Find a bike and ride it for 60 seconds. The description pretty much says it all, but the point of my guide is that you can't use slow-mo on this version of the game. It won't unlock using that, so you have to do it legitimately. It's not terribly hard, and there are other guides for the other versions that will give you all the tips you need if you're having trouble, but I wanted to point this out for anyone else who may have been in my shoes and thought it glitched.
