Note: I could have sworn there was a video link in the other guide... Maybe I'm confused (or it was deleted). Anyway, there's a bit more detail here, but nothing really earth shattering...
While the guide posted by "I Dwight I" is dead on, I do, and is also the method I used, after getting to Chapter 11, and moving a bit more forward than Dwight's guide (to the part were Isaac turns off the gravity and is in zero-G state) I realized there might be another way... And, IMHO, I think it would be a bit more FUN!
After the gravity is off, and you take care of any pesky Necromorphs, things will eventually quiet down.
At this point you are free to zero-G jump and explore the shuttle bay, where you can get closer to Peng, and even explore the other side of the bay, where more resources can be found.
So, if you are the type that likes to explore, I recommend you take advantage of zero-G (be sure to do so before you turn the gravity back on, because once it's on, it's on to stay).
Oh, and it seems that telekinesis does not need to be upgraded (I had asked this question in the comment section of the other guide).
Oh, and here's a free tip. As long as you are back in this area, be sure to go through the arrival lounge, and down the stairs on the OTHER side of the room... The stairs you first ran down back in Chapter 1. There's a sweet circuit board to be found and some other goodies.
[edit 2] Maybe I was thinking of this video...http://ah.roosterteeth.com/archive/episode.php?id=386
