This can easily be done in a Custom Event. Create a new Championship, 3 Events, 1 Stage each.
Select any Stage you're comfortable with driving (I went with the shortest route in Spain).
Set the AI difficulty to 1 (Very Easy).
Once you've won the Events and continued on past the final podium it should unlock.
If you didn't win all 3 go back and make a 1 Event Championship to clean up.
