  I got this achievement within seconds of the first time I fought it. I started the fight by using the Sin Devil Trigger and rushing straight at the boss. I attacked one of the heads, and the achievement popped.
  
  As such, I think it's tied to stunning the heads, though I don't understand the conditions for it. I thought I was doing exactly what the description says not to do (brute force).

  I did the same and got the achievement:
  Just went Sin Devil when the fight started and RB+forward+Y until I exhausted the gauge. I noticed that Cerberus skipped its Electric stage and went straight to Ice stage because the electric head was down, so that's probably the condition for the achievement.

  In this video guide I will show you how to go on the offensive without relying on brute force during the boss fight in mission 16. So to get this you will need to force Cerberus to skip one of his elemental phases. One of the best ways to do this is by targeting the next head in the order he switches to. So learn the pattern and know what comes up next and pay attention to which head does which affect. So if you did enough damage to a head he is currently not using you will stun it. A pretty good way to do this is by using your devil sin trigger and either use the ultimate move by pressing Y+X or just keep using the simple Y,Y,Y combo. Otherwise just keep shooting it with rockets from a safe distance. Once he skips over the one he normally goes to next the achievement will pop.

  I believe you have to lock on to each head an beat its health bar down. After you finish the 3rd head it should fall down an the achievement should pop!! Thts what I just did an it worked for me!
