No it was a brand new one, it ended up unlocking around 12 hours after my comment. The weird thing is it shows that I unlocked it before I even reached level 10.

Mine also didn't unlock but my friends did, and we did all the missions together! Let's hope it's just delayed.

I did all missions on pt2 with an imported character and no cheevo. Any advice?

I had the same thing with an imported character on a second playthrough with the Made in New Haven achievement DarkKnightKefka
I just had to play a new character for it to unlock. I couldn't figure out why it didn't unlock.

do i need to redo the quests on second character? i already done them just now on 2nd play-through with imported character

It appears you need to do them with a new character, not an imported one, for this to unlock? Not sure if it's been fixed yet.

This achievement unlocked for me using an imported character. I found an old 360 save that only needed 4 more of these missions, completed them, turned them in, popped immediately. Quite thankful for that since this one glitched for me and didn't pop with a new character.
