Sieged towns started showing up for me near the beginning of the Frost Adventure campaign once I unlocked the boat and made it to the second continent. They are marked with three red spears near the town name. To get into the town and for the cheevo to pop, win the three battles that trigger when you set foot on the town. You can heal in between if needed.
