This achievement unlocks at the start of the end credits after crafting the fifth progression item, the Reg Certificate. You'll first have to craft the Citizen Card, HR Computer, Water Cooling Unit, and Transmitter.
The Reg Certificate requires three parts:
1) Ink: found in Tombs on the indicated vessel
2) CNT Stamp: found in File on the indicated vessel
3) Laminator: found in Sec on the indicated vessel.
Once you have all three parts, you can craft the Reg Certificate at the workbench to escape the nebula and the achievement will unlock.
