  All kinds of events count for this achievement so you won't have to much trouble getting this, plus you don't have too win either, quickest races are probably the freeway races and approaching a racer on the streets and shooting your headlamps. I had just over 500 race finishes once I finished the game. Good luck.

  I'd like to recommend doing the welcome to Hollywood race over and over again in arcade mode. Also by using the different vehicle classes (Bike, Tuner, Exotic, Muscle, Luxury) it will work towards the Champs. Please only use this method after you have finished beating the city champ, no need to grind really until after he's defeated, unless you just really want the achievement very badly.
  One more thing, go for the True Dedication achievement before grinding this, because those goal attack races count towards finishing the 300 offline races.

  I recommend doing the deliveries out of the hollywood garage.
  
  first, pick your highest level vehicle (both in terms of what group it came from and also how much you have suped up the performance). the higher level car you use, the more money you get for each delivery.
  
  start up the deliveries and as soon as you take off on one, just hit the back button and pick the best route to get to your destination. a helpful tip is to push the start button when looking on the map and then zooming in. it will highlight the roads, and the closer zoomed in you are the more roads it reveals.
  
  so from here just try to follow your route as best you can without hitting anything, and always save you boost for the end of the trip just in case something happens.
  
  if you aren't too sloppy a driver, you can finish each race relatively quickly (most are under 2 minutes) and you can get anywhere between 11 and 16 thousand dollars per race. not too bad. doing this is easy because you can always reset the race or pick a different one in a flash. soon enough youll hit 300 races and have a load of money in your bank too.
