You can literally during the first phase of the final boss fight (after he loses maybe 20% health he starts summoning void fish enemies), if you haven’t done it beforehand.
Regardless of when you do it: just lay down Delay of Fate
, grab a any small, non flying enemy with
and release him, hold down
and aim with
, you’ll have a million years to line it up and the enemy will still by right next to you due to the bubble, release
and you can dodge away or whatever, the hit will happen when the bubble expires. You only need one pip of energy for this so it can be done as soon as you have all 3 skills.
