As pointed out by Wallace Suka, this is trivial if you have four controllers. But for those who don't have four controllers handy, it's not as difficult as it may seem at first.

The difficulties of the minigames change based on your standing in the overall game. If you're in last place, most of them get considerably easier. If you're in first place, many of them get considerably harder, sometimes to the point of being unwinnable. The key, therefore, is to stay in last place, or at most third.

To do this, just play against your interests. Since you'll be winning each time, you'll have the pick of dice. Take the lowest numbers at the start so that everyone else builds a lead. Whenever you pay rent, break up any monopolies you accidentally acquired, give away any properties that other people have landed on, and give away your highest valued properties. When you get Community Chest or Chance, take the most worthless properties from the richest players (and don't make monopolies). You'll find the minigames become far easier to win.

As pointed out by andrewwebb, you can also press Start and then quit out of the game if you lose a minigame. The game autosaves at the beginning of each round, so just quit out before the end of the round, and then go back in and start a new game of Developer and say yes to picking up with your saved game. You'll start again at the same round with the same minigame and can give it another go.

As long as you're in third or last, most of the minigames are pretty easy. For the stick wiggling games, since I'm right-handed, I found it easier to rotate the controller 90 degrees and then take the stick between my thumb and forefinger of my right hand; it's easier to move it quickly that way than with just your thumb. Once you get used to the games and have played them a few times, there are only a couple that can still be a challenge if you're in last.

Sale of Stock: This is the most annoying minigame. Not only is it painfully slow, it's mostly random, so reliably winning is hard. However, there is a trick: if you're tied with other players, you will win if you won the last day. The trick is therefore to stay even, rather than taking risks to get ahead. If the stock is near the middle of the range, particularly near the beginning of the game, vote with the majority so that you stay even. Only vote the percentages once the stock gets very high or very low. If you're playing against easy AI (recommended for this achievement), they'll make stupid bets and will tend to fall behind or at least lose leads. Then, on the final day, pay close attention to the relative tallies and vote to match whoever you're tied with. Don't worry about any player who's more than one behind; it's impossible for them to win.

Pay Doctor's Fee: This one is extremely frustrating at first, and is the one minigame that you may just have to practice. You need to memorize where all the body parts (and other things) are to reliably win it. Notice that your cursor gets an image of the A button when you're over the right thing; don't start x-raying until you see it. The bag of money is under his hat, the diamond ring is in the box of chocolates, and the gold coins are under the plate above his body. The other parts are (vaguely) anatomically correct, except note that you need to center your cursor over one eye to get eyes (don't try to get both eyes at once!). The lower eye is usually easiest.
