  This is easier done using the Hacker class.
  
  Once you get to the Uptown levels, you will occasionally stumble across a huge building with a large satellite inside.
  
  There is a two step process to finding the alien. First, you must approach the satellite, and move it's direction (this is easier with the hacker, as you can do so from a remote location using his special).
  
  Once the satellite has been repositioned, you must use the computer that is in the same building (again, you can use the hacker so you can do so remotely and not disrupt all the enemies within the building).
  
  I don't remember what the option is on the computer (should be the first option), but is clearly something you don't see on you typical computer. Just select it. The satellite will send a transmission and the alien will appear.

  So you are saying that the remote hacking using Hacker class no longer works? If this is the case, it must have been caused by an update, as this is definitely how I managed it.

  TylerT80's seed worked perfectly. Used Hacker class and elevator to Uptown and unlocked achievement in 60 seconds.

  Solution still works fine, just needs to be clarified. You must hack the antenna, then adjust positioning when given the option, then hack the computer to see additional options. I entered send happy waves or something first, then overload satellite. Overloading satellite seems to be what did it. Alternatively, you could use a wrench to adjust the satellite position, but i believe the computer still needs to be hacked, not just interacted with.

  Steps
  Set Seed to: believer
  Mutators: None enabled
  Floor: Uptown (5-1)
  Character: hacker
  - Alternate: any custom character with special ability: laptop and assigned trait: Tech Expert
  
  Your target is the satellite dish/antenna located in the center of the north most big building in the center of the floor.
  Move inside the building and wait for the Scientist to leave the computer room and then go in and shut the door.
  
  Trigger your special ability . Move the cursor over the Dish/Antenna and press , select option: Adjust Satellite press
  Trigger your special ability again . Move the cursor over the computer and press , select option: Overload Satellite press
  Alien comes out of the Dish/Antenna and Achievement will Pop
  
  

  
  Prerequisites
  Elevator Access Unlocked: Uptown
  - Alternatively you can play your way to the Uptown (5-1)
  Character Unlocked : Scientist (This is so you can set the SEED)
  

  *** Spoiler - click to reveal ***- To unlock the Scientist, you have to pollute 5 air systems by inserting something dirty in to the air filtration system (white boxes on the outer edge of walls of buildings) using a syringe or cigarettes for example, this is cumulative and does not have to be done on a single level/floor or game.

  
  
  Additional note about setting seeds: The developer has informed players that seeds may change over time aka when different versions are released and the seed used in this solution may at some time in the future be invalidated, however the process of completing the achievement stays the same.
