  I think you just have to collect all the evidence during the main missions. Make sure the compass is green on each case.

  Is it even possible to get the very first mission atvthe fishermans house green onbthe map?

  It is definitely not necessary to collect all evidence during the cases. This unlocked for me with the second to last achievement just as it is written in the guide. I did not get every location to green during my playthrough.

  This achievement unlocks when you unlock all other 28 achievements. In other words, it is a platinum wannabe. In the PS4 version of the game, the equivalent trophy is the platinum trophy.
  
  The achievement title is misleading. It implies that one must collect all evidence from all sites--a very important game mechanic that awards experience points and changes the color of the magnifying glass icon on a site to green. This is not the case. You need not collect all evidence from any site. On the city map, you can leave the magnifying glass icons on any or all sites amber--you do not have to change them to green. Once you unlock your 28th achievement, this achievement will also unlock as the 29th and final achievement.
