You need 9 adamant ingots to forge all 3 of the Legendary weapons (3 ingots for each).

According to the "Fire Amid the Water" quest text, ingots can be found in archives and repositories in the Oikos of Atlantis region, or alongside Keeper's Insights in the Porimos Ring region. They are in chests. To make them easier to find, stay outside and scout the area inside the entrance with Ikaros to mark enemies and special items.

The Forge of Atlantis is where you need to make your weapons. It is located at the gold ? symbol on the southern part of the central section, Royal Mountain of Poseidon. The ? will be replaced by a special icon fast travel point after you discover it.

When you have 3 or more ingots you can forge a weapon at the Forge by interacting

with the molds in the forge's upper section. Choose one of the 3 classes (Warrior, Hunter, Assassin) to begin the process.

Your reward's properties will be based on your choices. You can only forge 3 of the 9 possible weapon combinations, so choose what best suits your play style.

The achievement should pop as soon as you start forging your 3rd weapon. If not, Kennyannydenny says, make sure you have all 3 weapons in your inventory and not in storage.

It would make the solution better if you added where the forge is located. I have several ingots but still haven’t found the forge.

No problem. The forge is on the southern part of the central section. Look for a gold ? icon. I'll try to add a screen shot when it finally becomes available.

I found this incorrect. The achievement only popped for me when all three weapons were in my inventory. I had put the spear in the storage on the ship before making the third one, which strangely resulted in the quest marker giving me the choice between another spear or the mace on the third creation.

Not until I had returned to Greece, and took the spear from the storage did this unlock.

Mine popped when I interacted with the 3rd mold. Weapon wasn't even forged yet. I never put stuff in storage. Okay, I'll add the fact that you need all 3 weapons on your person for it to count.

Ah right. I usually put all legendaries and unique quest rewards into my storage, as I did with the spear. When I created the third one, and it didn't unlock, i figured the game was probably checking if all were in my inventory. So when I went to the Adrestia and took it from the storage it immediately unlocked, thankfully

Nothing special about these weapons anyway. The only valuable part are the engravings and you still get all 9 of them.
