There are lots of locks in the Capital Wasteland to pick, but with a low Lockpick skill you won't even be able to attempt to pick the lock.

To pick a lock all you really need to do is tap the screwdriver to minimize damage to the bobby pin (it only takes about a second of pressure until it breaks) and move the bobby pin clockwise or counter-clockwise slightly. If you can turn the lock farther than before then you are moving the bobby pin in the right direction.

Lockpick skill required for lock difficulty:

Very Easy - 0
Easy - 25
Average - 50
Hard - 75
Very Hard - 100

Ways to increase Lockpick:

Bobblehead - Lockpick (permanent +10)
Tumblers Today (permanent +1 or +2 with Comprehension)
Thief (permanent +5 for each rank)
Tag! (permanent +15)
Covert Ops (permanent +3, requires Operation: Anchorage)
Vault 101 Utility Jumpsuit (temporary +5)
Dad's wasteland outfit (temporary +5)
Mentats (temporary +2-10 depending on perception, a perfect perception of 10 will see no benefit)
Lag-Bolt's Shades (temporary +3, requires Broken Steel)
