Part of progression. Just keep playing a tier one until you can buy a tier two, then play it until you max out the xp bar. No need to buy it for the achievement. The only tip I can give is to use xp, ship xp, and/or global xp boosters to speed it up. You can even convert the boosters to epic to make it go even faster!
