    TL;DR: You have to collect 273/289 components and get all ultimate upgrades. Chapter select on the same save slot should be working (confirmed in the comments. Thanks!)

    The ultimate upgrade locations:

    Act 2:
    1: Flash Freeze (Flash) - Complete all 3 Hollow Storm Locations
    2: Seeker (Shock Trap) - Complete all 3 Outsiders Locations (Loot the Safe in North Tower Sub Station)
    3: Marked for Death (Pulse) - Complete Condor Crash Site (South - Loot the safe at the end)
    4: Brawler (Stim) - Complete Condor Crash Site (North - Loot the safe at the end)

    Act 3:
    5: Detonator Implant (Hijack) - Complete all 3 Scavenger Locations
    6: Slayer (Cloak) - Complete all 3 Waterworks Locations (after you complete your last location, pick up the upgrade from Paduk's Nomad Guy)

    Act 4:
    7: Deadly Overload (Barrier) - Pick up in chapter 4-1 in the Swarmak fight area

    FMacLoudYou can do chapter select. I missed an ultimate went back to act 2 collected it and then I needed to use chapter select again to go to act 4. The missing ultimate was available but I needed to re-upgrade Jacks abilities. I selected act 4 - chapter 1 which means I also needed to collect the deadly overload ultimate again. Once I collected it the achievement unlocked.

    DEolii have trouble, everytime i continue my campaign the components are reset to 0... what can i do about this? i want to do 1 act or more / day cuz i don't have the time for 1 full campaign play.. this can't be the components don't lock into the 0/...

    How about friends, this is my first guide and I apologize for my bad English.
    You can get it easy and fast with a friend who already has the achievement, you just have to join it and select Act IV Chapter II and upgrade to Jack and achievement unlocked, so help a friend get it I hope it helps them a lot , you can send me a message if you want to get it and I can gladly help you.
    (Only achievement is obtained the components are not saved)

    I am posting this because I found the video guides to be less than helpful.
    Disclosure #1: 95% of this is based on the Gears of War Fandom Wiki, so due credit to that site. However, I did add or change a few item when I thought the description is unclear or lacking.
    Disclosure #2: There is a missing location in ACT II not listing in this guide. However, as noted in other guides you do not need to find every location. My achievement popped halfway through Act IV and I ended with 10 plus extra.

    Act I-2
    1 - On top of the desk in the Armory
    2 - On a crate in front of a locker in the back of the Armory

    Act I-3
    1 - After fighting off the juvies in the crash, on a desk in an office with black and white tiled flooring
    2 - After the Swarmak smashes through the side of the building, upstairs on the desk in the center
    3-5 - After the COG soldier shoots at you, downstairs on the right in a box on the wall
    6 - In the bathroom directly ahead after finding the civilians
    7 - At the park with stairs going down right and left, take the right path, and across the broken bridge. Use Jack to pick it up
    8 - At the village square, inside the fruit shop on the left in a box on the wall

    Act I-4
    1 - In a coffee shop on the left before the fire blocking the path
    2 - In a building blocked off by fire to the right after going through the building after the first fire blocking the path. Use stimy to get through the fire
    3 - In a truck bed at the loading dock for the hotel. The dock door will need to be opened first
    4 - In the laundry room of the hotel, in a box on the wall
    5 - In the theater, on a shelf in a storage room right inside the dressing rooms. Use Jack to pick it up
    6 - In the theater, on the way out after the stage fight, inside the electrical room in a box on the wall

    Act II-1
    1-3 - At the beginning of the chapter, down the stairs and inside a shop on the right
    4 - In the building opposite the machine shop, on the ground near some blocks of ice
    5 - In the building on the other side of the main path from the machine shop to the left of the infirmary, on a shelf to the left of some green crates
    6 - After the first set of security gates, on a shelf in the building to the right of the steam machine that explodes
    7 - In the store opposite of the home of the facist-calling boy
    8 - After the second set of security gates, down the stairs and in the storage room on the left
    9 - After the vision, on a shelf in the back of the room on the left with the electrical panels
    10 - After the vision, down the stairs, and behind the small meat shack on the right
    11-13 - In the room with the shock trap, inside a small side room on the left
    14 - In the room with the generator and armory, on the right after entering the armory
    15 - In the dark room, in a box on the wall on the right side
    16-18 - In the dark room, up the ladder on the left side

    Act II-2

    Act II-3
    1-3 - After killing the Warden, inside a safe in the basement of the building on the right
    4-6 - After falling down a hole, in prison cell filled with poison gas. Use Jack or stim to pick it up
    7-9 - After falling down a hole, in a room on the right just before the doors out of the prisons into a morgue

    Act III-4
    1-3 - Old COG Wall
    Inside a box on the wall inside the control room
    4-6 - Old COG Wall
    Inside a box on the right side pillar outside the second gate
    7-9 - Condor Crash Site (Cliff)
    Inside a box on the wall of the condor chassis to the right of the path up

    In the second room of the tower, on the right on top of a filing cabinet. Use Jack to pick it up

    In the room with the two disabled turrets, inside a box on the wall down the stairs and around to the left
    21 - Open World
    By two pieces of a Condor's chasis, southwest of the eastern Old Derrick Site
    Flash Upgrade 2 of 3 = Up the ladder to the top of the grindlift to find inside a box on the side
    22-24 - North Tower Substation
    Inside a box on the wall outside the left side of the substation
    25 - North Tower Substation
    On the floor inside the substation, opposite the big screen
    Shock-trap Upgrade – 3 of 3= Del will assemble once you collect items from the Outside Campsite and both of the two Substations.
    26-28 - North Comm Tower
    Inside a safe in the crashed condor on the way to the tower
    29-31 - North Comm Tower
    Inside a safe to the right of the entrance to the tower, surrounded by rejects
    32 - North Comm Tower
    Inside a box on the wall in the small room to the left after entering the tower
    33-35 - Open World
    Behind the drill by the corpse to the left just outside of the entrance to the western Old Derrick Site
    36-38 - Old Derrick Site (East)
    Behind a pair of breakable ice pillars to the left of the grindlift with the ladder
    Flash Upgrade 3 of 3 = Up the ladder to the top of the grindlift to find inside a box on the side
    39 - Condor Crash Site (North)
    At the entrance, right of the dirt path at the start, leading to the northern Condor Crash Site, take a right up the snowy hill, and look to the left by the open pod, you exit near there when you return
    40-42 - Condor Crash Site (North)
    On the main path of the northern Condor Crash Site near a pod that spawns a Shephard
    Stim upgrade – At North Condor Crash, inside a safe that the Kestrel crash exposes.
    43 - Condor Crash Site (North)
    On the exit path of the northern Condor Crash Site, on the left before dropping down
    44 - Open World
    In the snow on the west side of a cylindrical storage tank overlooking the cliff north of the Abandoned Mine
    45 - Open World
    In the snow on the north side of the cylindrical storage tank just outside of the entrance to the Abandoned Mine 
    46 - Abandoned Mine
    In the yellow train car blocking the tunnel on the way to the mine
    47-51 - Abandoned Mine
    After lifting the gate to enter the mine, inside a safe in the room to the right

    To the right of Baird, below a partially disassembled Sentinel
    7-9 - Abandoned Airport
    To the right of the Hijack testing area
    10-12 - Abandoned Airport
    On the way to Paduk, go straight past the exit into a room and look inside a box on the wall on the left
    13 - Abandoned Airport
    After exiting the airport to talk to Paduk, head left, and on a table to the left

    Behind the tent Paduk is sitting in front of, inside a locked safe
    19-21 - Abandoned Airport

    Before entering the Cosmonaut Training Facility through the double doors, in a box on the wall to the right of the hole in the wall when facing away from the doors
    42 - Cosmonaut Training Facility
    After entering the Cosmonaut Training Facility through the double doors, on the left after heading down a bit. Use Jack to pick them up
    43-45 - Cosmonaut Training Facility
    After sliding down a short ramp, to the left through a metal detector/security checkpoint
    46-50 - Cosmonaut Training Facility
    After opening the shutters, proceed down the corridor, in a room on the right inside a locked safe

    After wiping clean the swarm assholes in the corridor fight against a scion with a bastion, in a room on the right full of space suits in a box on the wall in the back

    4 - Rocket Hangar
    At the start of Chapter 2, follow the stairs on the left down, back up, and then to the right behind the sandbags
    5-7 - Rocket Hangar
    After opening the shutters in the command center and entering the actual rocket hangar, down the stairs to the right and straight ahead in a box on the wall
    8-10 - Rocket Hangar
    After opening the shutters in the command center and entering the actual rocket hangar, down the stairs to the right, swing around to the right, and to the right of the twin silver pipes in a box on the wall
    11-13 - Rocket Hangar
    After travelling across the chasm in the gantry, follow the path left before the door to the end to a box on the wall
    14-16 - Rocket Hangar
    After a small encounter with drones and a hunter, but before the doors to the facility, follow the path to the right, leading to some crates on a catwalk above the door

    After sliding down a ramp and going under some rubble into a big room, head straight forward and left at the dead UIR soldier, follow the path to some sandbags, and then inside a box on the wall

    In the dark corridor where Kait asks Jack for light, follow the path passing the lit up room, on the fllor behind the sandbags
    26-28 - Rocket Hangar
    After fighting the carrier, in the room with the lift, up the stairs and in the back to the right in a box on the wall

    Act III-3
    1-3 - Artillery Battery

    Directly behind the Crashed Condor site by some crates, one can see the marking flag from it, back of the fuselage
    9 - Open World
    Directly west of the Crashed Condor site by some crates, smallest debris pile
    10 - Open World
    Directly northwest of the Crashed Condor site on top of a crate inside some Condor chassis debris, next to a tri-shot
    (DR-1s will attack)
    11-15 - Crashed Condor
    Inside a locked safe in the Crashed Condor

    Act IV-1
    Location
    1 - At the very start of the chapter, turn around and go back into the building, and look on the ground behind some crates on the left
    2-4 -After being lifted by Cole, on a desk to the right
    Barrier Upgrade- When you enter the basement and see the Swarmak, go right toward the corner back by some ammo.
    5-9 - After killing the Swarmak, continue towards the Tomb of the Unknowns until a rusted blue van. Turn right at the van towards a dead end road, and then hop over the barricade on the right
    10-12 - In the section with the Rejects, look for a path downwards. Hop over the two train rails at the bottom, and then look on the ground. Alternatively, after killing the Stump, head back to the entrance to the Stump's area and look for the path down
    13-15- After witnessing the flocks flying by, the components can be seen on a ledge next to a tree and van
