This is one of the first achievements you will unlock as colonizing planets is a key mechanic of the game. Colonize early and often. :)
Use a Science Ship to survey a system with a compatible planet type, and then select the planet and choose the "Colonize" option. The achievement will unlock in a few years of in-game time once the colony is done building out its initial administrative center.
