The first phase of this mission is simple. Just use your Peacekeepers and Attack Dogs that you start with, and hunt down all the Soviet soldiers on the map (use your mini-map radar to help you find the last few if you need it).

Once your base sets up and you can start building in phase two, train some more peacekeepers and an engineer and start garrisoning the four marked buildings near your base. The engineer should head south to the hospital on the pier. You might want to send a couple peacekeepers for an escort.

In the next phase, your objective is to take over the large guns set up along the beach front. At this point, worry less about peacekeepers, and more about training javelin soldiers. Be sure to train some engineers to take over those guns. My AI partner didn't seem to want to take over the two guns on his side of the beach, so I trained two more engineers and took them myself. Make sure you've got soldiers nearby to wipe out any attacks on the guns.

Once you unlock the ability to build multigunner turrets and ifvs, build your armor plant first. Building five multigunner turrets will net you a sub-objective, but the primary focus should be on the ifvs. Build about five or six, and man them with javelin soldiers. Now you should be sending your fleet of ifvs out after the airships that begin attacking, and mopping up any enemy ground units that are still hanging about.

The key here is to ignore your base for the most part (unless you're still building turrets), and keep eyes on your ifv fleet. Don't let them self-direct, or they'll get bombed into oblivion by the airships. Micromanage those little buggers, and keep them just out of harm's way. They have a longer range than the airships, so as long as you're keeping a few steps away, you should be able to take them out with minimal (if any) unit casualties. If they start getting near your base, just engage them and start luring them away again.

After you deal sufficient damage to the Soviet fleet, they will retreat, and the mission will end. The Achievement unlocks at the end of the mission.
