The achievement is unlocked when you convince both factions on Monarch to stop broadcasting and notify Hiram Blythe, the info broker, accordingly. The two factions are Monarch Stellar Industries (MSI) and The Iconoclasts. The achievement is missable because it is possible to get to the game’s point of no return without landing on the planet Monarch. Nevertheless, both branches in the main story—the Phineas path and the Halcyon path—provide access to Monarch where the achievement can be unlocked.
If you choose the Phineas path, you will be required to go to Monarch and play through the Radio Free Monarch main story quest. If you choose the Halcyon path, you are not required to go to Monarch but can elect to do so during the main story quest Signal Point in Space. Provided you activate either Radio Free Monarch or Signal Point in Space, you have the task of convincing both MSI and The Iconoclasts to stop their broadcasts.
To persuade MSI to stop broadcasting, complete the faction quests, BOLT with His Name and Errors Unseen. To persuade The Iconoclasts to stop broadcasting, complete the faction quests, The Commuter and Pay for the Printer.
Once both factions agree to stop broadcasting, clear out the enemies in Devil’s Peak Station and notify Hiram Blythe, the info broker. The achievement should pop during the conversation.
How can this achievement be missed? If you embark upon the Halcyon path, you can go directly from Byzantium where you acquire the dimethyl sulfoxide to Phineas’s lab. You can choose not to do Signal Point in Space and, therefore, not go to Monarch. Once you give Phineas the chemicals, you can go to the Hope and--after skipping it--to Tartarus. When you go to Tartarus, you reach the point of no return without ever going to Monarch and, thus, missing the achievement.
