This achievement is for winning a High Heat 5 race, then returning to your garage safely.
There are two different types of High Heat races: High Heat 3 and High Heat 5. As their names suggest, they are locked until you reach heat 3 and 5 respectively, and they're only available at night. You also need a certain amount of bank to be able to race. For heat 3 it's $12,000 and for heat 5 it's $20,000.
Regardless, the locations of these races swap between a few different races and are different each night. I'd suggest, to make this easiest as possible, to keep heading out at night / returning to your garage until you get the following race as the High Heat 5 race seen in the middle/right of the picture:
Once you see the High Heat 5 race there, use the method in the following video to get to heat 5:
Once you hit heat 5 and don't have any cops chasing you, carefully drive to the race (obviously make sure your cars PI is high enough, that should go without saying though). Start the race and win and you'll get a volatile part which can be anything from an Epic to an Ultimate+ part. You should also finish close-ish to the place in the video above and a safe house. If there are cops chasing you, use the method above to avoid them, then carefully drive to the closest safehouse. Once you get there, you'll unlock your achievement.
