After completing “into the storm” you will need to go and speak to the quartermaster in the hideout you enter with commander baron.
He will give you some goggles that can take photos.
Simply find and enemy and take a photo that has a rating of good or better by pressing
and
to take the photo.
If the photo was of good quality or better, you can check by looking at the bottom left of the enemy when looking at them to determine the quality, the achievement is yours.
