There are more than enough events located in the first area of the game to be able to achieve this before going to sunset hills. However, if you're having trouble dominating some of the lower events when you first start out, and you really want this achievement towards the start, just wait until you get a slightly better car and go back to the events you found it hard to dominate. For a tier 3 car i'd recommend you get the Audi TT Quatro as it has the best stats (overall) and if you wait until then to do this, you'll have no problems.
