  I can confirm that if you didn't beat the mission on legendary and load up rally point Charlie on legendary you can still get datapad 11. And it's easy, because there won't be any enemies.

  To add to above comments - datapad does indeed spawn on Legendary EVEN if you have not beaten the mission on Legendary before. I completed it on Easy, went back to rally point Charlie and found the datapad.

  Simply load up 'ONI: Sword Base' on Legendary (this can be done from Rally Point Bravo or Charlie) and make your way to the area where you must click the switches (not for the Anti-Aircraft guns) with the Sprint Armor Ability, you will know it is the right area when you are up against Revenants and have to climb the wooden structures. Once on the top level of the larger building you will see a little broken bridge that you can traverse with a jump whilst sprinting and upon reaching the other side you will find the data pad shortly up ahead.
