This is pretty easy to get to near the end of the campaign. I stopped at the part where you bring in a Tyrannosaurus as I was already over 4 stars. Just focus on sauropods and give everything a skin and you will be set. Needed about 3 of each hotel, food, shopping, and restroom for the visitors.
It did not pop up for me during the game. So I saved it, when when I went to reload it immediately popped up. May have to close out of the game for it.
