I think Joshnorm has the best method, but I want to get a little more detailed.
First off the achievement description says that you need 5 perfect rounds in arcade mode. What it doesn't say is that this isn't cumulative. Meaning all 5 perfects MUST be gained in a single arcade playthrough.
Start up Arcade mode with the following settings:
    Rounds: 5
    Difficulty: Easy

One thing worth noting is that the enemy AI gets more difficult the further you progress so it is wise to get this before your 3rd or 4th opponent. If you don't you're probably better off restarting.
As Josh has outlined M. Bison makes this task a breeze. For some reason the enemy AI cannot block Psycho Crusher. Just be sure to alternate the speed when the enemy is at low life.
Another alternative is to use Sagat and spam Tiger shot. (quarter circle forward + Punch) alternate with the Kick variant for maximum effectiveness.

It can be frustrating to have the enemy ruin your perfect when they are a thread of HP away from death, but just keep at it and the achievement is yours.

GamePadZebbySo glad it's not just me 😅 I played this on SNES back in the day, and I'm sure it wasn't as hard as this version

Cheap moves are the key again.

I used M. Bison and did the Psycho Crusher (<- 2 seconds,-> P). Mix it up a little with the speeds (Jab, Strong, Fierce)

    Reabois it cumulative?

Greedy136No, it is not cumulative. If you leave Arcade Mode and start it again, your progress is lost. If you got hit, simply lose the round to get as many tries against the first and easier fighters as possible.

I found that the easiest way to do this achievement was to set the game up for five rounds and on easy. Then you should pick Fei Long and spam with the roundhouse kick and more than likely i would say that on the first opponent you should win the first two with perfects. Then drop then next three and try again and if i doesnt work keep at it should take you at least three continues. Good Luck!
