Hello Gamers,
To unlock this achievement you will have to acquire Sharikov, without him you will not get the options for this achievement.
Once you have Sharikov, you will get a yes or no option involving exposed wire, if you say yes you will follow it out to a broken down van with no wheels and find two men inside spying on you and claim they are observing Sharikov. Ted will be upset in the journal and eventually the spys will come to you trying to explain themselves, press yes to continue onwards about their government plan and their presidential bunker, they will come back at a later time requesting a member of the family, after that they will thank you and be back with more information, when they come back they will ask you of 4 soup or 4 water, if you do not have enough they will be back two more times before the deal is off forever. But if you do give them the water or soup they will be back sometime soon and you will get the achievement as well as the end of the game.
