This has happened to me with the Real estate achievement and chapters 6 and 8 achievements as well. I wish i knew what caused it but I honestly don't know. My best solution is to go back to a save before the Cabaret Club or try and get it in another playthrough. (Like the Legend Difficulty Playthrough)Posted by lightninglarz56 on 06 Mar 20 at 01:12 I checked the forums, and apparently it's a bug with when you leave the game running and the Xbox goes into sleep mode with instant-on power settings enabled. You can disable the instant-start settings or just make sure you close and re-open the game before playing it again.
