    Kiryu will learn the Cash Confetti skill during Chapter 6 and Majima will learn it in "Sotenbori's Mr. Moneybags" (Substory #76) which is first available during Chapter 7. You scatter ¥100,000 every time you press the X button, meaning you'll need to do this a total of 50 times in order to unlock this achievement.

    Mr. Moneybags teaches this skill in Chapter 6. You spend 100,000 yen each time you press cn_X, so you need to do it 50 times. Furthermore, you need to be standing still. You can't do it while on the run.

    NOTE: You can easily track how much yen you've thrown away through the completion point tracker under Adventure.
