The possible characters you will have to deal with are Roman, Packie, Little Jacob, Dwayne, & Brucie. If your story line had certain characters die, then you do NOT need to worry about their like percentage at all. Even if it's a low % when they die and it's still on your stats list, it will not count against you. Additionally, this can be done even after the story mode, so you do not need to rush to get it done right away.

Simply keep trying to hang out with your friends by calling them and choosing various hang out options. If they say no or won't pick up, try someone else, or drive a few blocks and light up their phone line again. Another option is, while working on various other achievements, they will call YOU to hang out and thus you can work on this achievement amidst the other ones in the game.

And lastly, with Brucie and Little Jacob, make sure you do all of their side missions (Jacob's deliveries, Brucie's Races & Exotics) as these will increase their like level of you without having to waste time hanging out with them. The biggest pain for me was Packie as there's no easy way to increase his like outside of hanging out with him.
