Find one of the 6 hip pouches throughout the game. There is one basically handed to you when you make it to the power plant. There are two videos below. One is all RE3 collectibles, which includes hip pouches. The one below that is all achievements in the game, which of course also includes the hip pouches.
Hip pouch 2 requires you to open the train puzzle, which requires 3 jewels. Those time stamps are included under the video.
